为了提升PPP项目利益相关者合作水平,针对利益相关者特点,结合利益相关者管理和动态联盟理论,在分析两者相容性的基础上阐述了PPP项目利益相关者动态联盟的基本特性、层次结构、动态结构等组织结构特征,通过构建动态联盟模型实现对PPP项目利益相关者的集成管理.并提出合同治理机制、信息共享机制、利益分配机制、结构评价机制等管理机制作为模型支撑,为PPP项目管理者协调各方利益,提升合作水平提供借鉴.%In order to improve collaboration among PPP projects' stakeholders,this paper explored the basic characteristics, hierarchical structure and dynamic structure of the dynamic alliance of PPP stakeholders by using the compatibility of dynamic alliance theory and the stakeholders' management of PPP projects. This paper aims to build dynamic alliance model to achieve the integrated management of stakeholders in PPP projects. Finally,this paper puts forward contract management mechanism, information sharing mechanism,benefit distribution mechanism, and structure evaluation mechanism to support the dynamic alliance model. The findings have practical implications for the PPP projects' managers to coordinate the benefit and enhance the collaboration among all the stakeholders.
