房地产开发项目参建合作企业信用评价体系研究

         

摘要

This paper focuses on the unreliability issue in property development and construction market. The paper proposes a credit- evaluating system for appraising property contractors with the intention to standardize the behavior of the contractors and re-establish the business integrity in the construction market. This system categorizes the evaluating indicators into two parts, the implementation capability and the implementation behavior. Sub-indicators under each category are quantitative and qualitative. Sub-indicators under implementation-behavior category are also designed for GC or vendors according to their working features. The paper also proposes a grading method through weighted coefficient whereas the weighted coefficient is adjustable in corresponding to the background. As for the grading standard, the qualitative indicators are categorized in four levels while quantitative are evaluated in centesimal system. Credit rating formula is set with the reference to international enterprise credit evaluating system. To demonstrate the conclusion, the paper provides a case analysis on a well-known site-surveillance company in Shanghai construction market.%本文针对目前房地产项目参建合作企业的信用缺失,从房地产企业角度提出建立企业信用评价体系,用于房地产参建各方信用评价,对规范建筑市场,促进各主体诚信经营具有一定的意义.本文构建了房地产项目参建合作企业信用评价体系.将信用评价指标分为履约能力和履约行为两大类,两大类指标体系下又细分为定量和定性指标,履约行为指标还根据各承包商或服务商的工作特点分别给出了各自的评价指标.提出了评级指标权重的确定方法,同时指出指标权重在实际应用当中可根据当时背景情况作相应调整.关于评分标准,对定性指标分为四级,定量指标采用百分制计分方法,给出了信用评价计算公式并参照国际通行评级标准划分企业信用等级.最后以工程实践中上海某知名监理公司相关信息资料进行了实例分析.
