The statistics of normal rate of flights in Shanghai region shows that a large area of civil aviation flights delays are often associated with complex weather conditions. Based on the existing mechanism for operating by coordination and linkage in Shanghai area, we discuss the collaborative decision-making in air traffic flow management between ATC, airlines and airports, and explore the specific application program for minimize total delays in Shanghai two airports under complex weather conditions.
