完善高校科研经费管理机制的探究

摘要

In recent years,scientific research funds show an increasing trend in domestic universities,the state of input and out-put is satisfactory.However,there generally exist defects from the project approval,project implementation to project conclu-sion.This paper,drawing advanced management experiences in this field from abroad,analyzes the ways of improving the management mechanism of scientific research funds in universities from four aspects as information communication mechanism, budget management mechanism,cost calculation mechanism and monitoring and evaluation mechanism.%近几年来，全国高校科研经费呈现逐年增长之势，高校科研经费的投入和产出情况喜人。但从整体上看，我国高校科研经费管理机制从项目立项、项目执行到项目结题普遍存在着缺陷。借鉴国外先进的高校科研经费管理经验，从信息沟通机制、预算管理机制、成本核算机制和监督评价机制等四个方面来完善高校科研经费的管理机制。
