CEPA框架下内地与香港服务贸易开放评析：2004—2009

摘要

Since January 2004, ＂Mainland and Hong Kong Closer Economic Partnership Arrangement＂ （ here- after GEt）A） came into effect, its annexes and six supplementary agreements on trade in service have been promoting effectively bilateral service cooperation and the development of trade in service. This study focuses on the exter- nal and bilateral service trade of Mainland and Hong Kong from 2004 to 2009, as well as analyzes the liberalization commitments in phases of CEPA Supplementary Agreements on trade in service, then calculates the revised re- vealed comparative advantage index and trade specialization index to review the competition of bilateral trade in service between Mainland and Hong Kong. Finally the study trade in service under CEPA framework. gives a comprehensive evaluation on open effect of%自2004年1月《内地与香港关于建立更紧密经贸关系的安排》（简称CEPA）生效以来，其附件和6个补充协议有关服务贸易政策安排在促进双方服务业合作和双边服务贸易发展方面成效卓著。本文着重考察了2004—2009年间内地和香港对外和双边服务贸易发展现状与态势，系统剖析了CEPA补充协议有关服务贸易的分阶段开放承诺，而后利用修正后显性比较优势指数和贸易专门化指数比较研究内地与香港双边服务贸易整体和部门竞争状况，借以对CEPA框架下双方服务贸易开放效应作出全面评价。
