非政府组织(NGO)灾后援助联动的综合集成模式

摘要

在全球化趋势日益加强和公民社会的作用不断增大的大背景下,国际性的NG0救灾同样是全球化的重要表现.如何应对这一情况,是中国政府和中国民间组织必须面对的问题.尽管NGO在世界上很多灾难性事件中都发挥了重要的作用,但仍然存在许多问题.NGO要解决灾后援助过程中产生的问题,必须改变传统的管理方式与合作模式,加强NGO之间的沟通与协调,探索NG0灾后援助联动的综合集成模式.通过研究NG0之间的联动援助方案,根据NG0联动援助的整体特性,分析了NG0联动援助的框架、时空、运行结构;提出了NGO联动援助的运作模式,分别对NG0联动援助的组织模式、实践框架和运行机制三方面进行了讨论,并具体阐述了联运援助的监管体制的实施.%Under the background of the progress of globalization and continuous enhancement of functions of the civil society, disaster aid of international NGO is also an important manifestation of globalization. Chinese government and civil organizations must learn how to deal with this situation. There are still many problems although NGOs have played an important role in many catastrophic events in the world. To solve related problems in the post-disaster assistance, NGO must change its traditional mode of management and cooperation, strengthen communication and coordination between NGOs and explore the meta-synthesis pattern of NGO post-disaster interactive assistance. Based on the characteristics of NGO post-disaster interactive assistance and, frameworks, space and time and operation structure of NGO post-disaster interactive assistance are analyzed. The operation mode of NGO post-disaster interactive assistance is proposed and the organizational mode, practice frame and operation mechanism are discussed. And also the implementation of supervision system of interactive assistance is described.
