诚信建设的第三条道路——构建以责任为中心的诚信体系

There are two ways to construct credibility, resulting in two types of credibility： traditional one based on morality and feelings, and modern one based on laws, contracts and a clear relationship between power and responsibility. However, with the development of economy, there appears a third one based on the combination of morality and laws. Therefore, it is necessary to have a third way to construct the credibility system with responsibility at the core.%以道德为准则、以情感为纽带的诚信是朴素诚信；以法律为准则、以契约为纽带、权利与义务关系明确的诚信是现代诚信。经济社会的发展，出现了道德与法律都难以评价的社会行为和道德与法律规范作用重叠的领域。诚信建设必须走第三条道路，构建以责任为中心的诚信体系。
