On the basis of the theories of restrictive factors in the development of private economy , com-bined with the present situation of Anhui private economy ,it analyzed the main constraints of Anhui pri-vate economy in this paper ,such as the implementation of policies and implementation is not in place ,fi-nancing and employment are inaccessible and unaffordable ,overall development of private enterprises and independent innovation are at a low level .Finally,it put forward the countermeasures and suggestions that market mechanism plays a decisive role in the allocation of resources while the government improving in-stitutional environment ,the new financing channels are to be promoted and the financial resources are to be integrated ,talent service system needs to be improved ,the talent market needs to be promoted ,the in-dustry cluster level should be promoted and enterprise innovation ability should be strengthened .%在分析了民营经济发展制约因素理论的基础上，结合发展现状，对制约安徽省民营经济发展的主要因素进行分析：政策执行和落实不到位；融资难、融资贵；用工难，用工贵；民营企业总体发展层次低，自主创新能力不强，并提出对策建议：完善制度环境的同时注重发挥市场机制在资源配置中的决定性作用；推动融资渠道创新，整合金融资源；改善人才服务体系，推进人才市场化；提升产业集群水平，加强企业创新能力建设。
