权力清单在环境保护执法权中的应用--以安徽省环保厅推行环保执法权力清单为研究对象

“The same breath,the same fate,”this thought-provoking saying strikes the conscience of millions of people.The environmental pollution situation in China is calling for deep thought.But currently unknown environmental enforcement powers and enforcement opaque phenomenon still exist in enforcement of environ-mental protection,which not only hinders the effective operation of the enforcement of environmental protec-tion,but also leads to corruption.Anhui Provincial Environmental Protection Bureau first developed a list of environmental enforcement powers for the enforcement of environmental protection,which explored a new path for the enforcement of environmental protection under the new situation.This article starts from our traditional disadvantages of environmental protection law enforcement,analyses the necessity of implementing the power list in the field of environmental law enforcement.Then this article analyses the responsibility list of environ-mental protection law enforcement developed by Anhui Environmental Protection Bureau,environmental pro-tection law enforcement power operation flowchart,and fact sheet of corruption risks in environmental protec-tion law enforcement in order to provide valuable experiences for the future implementation of power list of en-vironmental protection law enforcement.%“同呼吸、同命运”这句振聋发聩的话语敲打着亿万人民的内心，我国的环境污染程度已到了令人发省的境地。但目前的环境保护执法中仍存在权责不明、执法不透明等现象，这不仅阻碍了环保执法的有效运行，也容易导致腐败分子的滋生。安徽省环境保护厅在全国率先制定环保执法权力清单，为新形势下环保执法探索出了新的道路。本文从我国传统环保执法存在的弊端入手，分析在环保执法领域推行权力清单的必要性，并对安徽省环境保护厅制定的环保执法责任清单、环保执法权力运行流程图以及环保执法廉政风险点情况表进行分析，以期为今后环保执法领域权力清单的推行提供经验。
