建设项目工程的全过程造价控制与管理

摘要

For the owner, the construction project cost control is the construction project invest-ment cost control and management, project cost is one of the most concerned factor of investors.How-ever, whether state-owned or state-owned holding enterprises, private enterprises, in their invest-ment , the construction project more or less is a high cost of the project, the project budgetary estimate, pre and final accounts stand“three super” issues.In this paper, the management methods and meas-ures of the whole process cost control of construction projects are described.%建设项目工程的造价控制，对于业主方来讲，是建设项目投资成本的控制与管理工作，工程造价则是投资人最为关注的指标之一。然而，无论是国有或国有控股企业、民营企业，在他们所投资建设的项目工程中，都或多或少地存在工程造价居高不下，工程的概、预、决算“三超”问题。通过对工程“三超”成因分析，阐述了建设项目工程全过程造价控制的管理方法和措施，以供投资人参考、借鉴。
