住宅小区供配电设施代建代管管理模式探析

         

摘要

With the city expanding and the increase of residential projects, the construction and manage-ment of the power supply and distribution facilities disjoint, the construction standards are not uniform, and the division of property right is not clear in the residence community, which affect the grid security, urban planning and investment environment in different degrees, but also bring the instability factors to the society. In view of this situation, the power supply enterprises should actively communicate with the relevant government departments, get the government support, and establish the management mode of the power supply and distribution facility construction management fee in residence community with the gov-ernment-led and the power supply enterprise implementing. This management mode of agent construction and agent management basically meets the interest demand of the government, the owners, the real estate development enterprises and the power supply enterprises, to provide the guarantee for the construction of a harmonious society.%随着城市规模不断扩大,居民小区项目逐渐增多,小区供配电设施建设与管理脱节、建设标准不统一、产权划分不明确等问题,不同程度影响电网安全、城市规划、投资环境等,同时也给社会带来不稳定因素。针对这种现状,供电企业应积极与市政府相关部门沟通,得到政府支持,建立以政府为主导、供电企业具体实施的住宅小区供配电设施建设管理费管理模式。这种代建代管的管理模式基本满足政府、业主、房地产开发企业和供电部门利益相关方的利益诉求,为构建和谐社会提供了保证。
