武汉市农业风险管理及政策措施研究

摘要

Through analyzing existing natural risk, market risk, credit risk, technology risk and institution risk in Wuhan agriculture, the a-chievements and problems in risk management of Wuhan agriculture were discussed from four aspects of assumption of risk, risk transfer, loss management and risk avoidance. Several countermeasures were put forward in order to improve risk management ability of Wuhan agriculture, such as establishing risk fund, perfecting policy agricultural insurance system, developing order agriculture and agriculture products forward market, strengthening agriculture and rural infrastructural construction, adjusting agriculture industry structure, protecting farmland, improving specific subsidy, establishing warning system.%通过分析武汉市农业当前面临的自然风险、市场风险、信用风险、技术风险和制度风险,从风险自担、风险转移、损失管理和风险回避四个方面探讨武汉市农业风险管理成效及存在的问题,提出应采取建立风险基金、健全政策性农业保险制度、发展订单农业和农产品期货市场、加强农业和农村基础设施建设、调整农业产业结构、保护基本农田、提高专项补贴、创立预警机制等政策措施,提高武汉市农业风险管理能力.
