Since the reform and opening, with the changes of the population situation and the ruling concept,the policy of population flow in our country has been a corresponding adjustment. The population flow policy will directly affect the efficiency of labor force allocation,and it will also have an impact on social labor productivity. From the perspective of labor productivity,this paper analyzes the impact of agricultural labor transferring to labor productivity under the policy adjustment. The results show that, the effect of labor mobility policy to labor productivity is divided into two stages from the year 2000. Before that time,there is a strong correlation between them; after that time,the relationship begins to gradually reject. Finally, this paper gives a brief analysis of the new situation of potential reform bonus.%改革开放以来,随着人口形势和执政理念的变化,我国流动人口政策一直进行着相应的调整.流动人口政策能够直接影响劳动力的资源配置效率,进而对社会劳动生产率产生影响.文章从劳动生产率角度出发,分析人口流动政策调整下农业劳动力转移对社会劳动生产率的影响.结果显示,我国流动人口政策对劳动力流动的生产率效应以2000年为界总体分为两个阶段,以前两者关系显著,以后相关性开始逐步降低.最后,文章对新形势下潜在的改革红利进行了简要分析.
