基于多主体合作的突发水灾害应急管理评估方法研究

摘要

The emergency management based on cooperation among multi-agents is an effective measure to improve the emergency management of sudden water disasters. The paper,from the point of the characteristics of main bodies of sudden water disasters emergency management and taking the interests of each body as the logical starting point, considers self-interest and altruism comprehensively,evaluates and analyzes the main bodies'behavior in the emer-gency management,and from the perspective of cooperation efficiency,builds the evaluation model of the sudden wa-ter disaster emergency management based on cooperation among multi-agents,to provide an method for the perform-ance evaluation of plans of emergency management.%基于多主体合作的应急管理是提高突发水灾害应急管理效率的有效措施.本文从突发水灾害应急管理主体的特征出发,以各参与主体的利益为逻辑起点,综合考虑各主体"自利性"及"利他性",对各主体的应急管理行为进行评估分析,并从合作效率的角度,构建了基于多主体合作的突发水灾害应急管理评估模型,为应急管理方案进行效果评估提供方法途径.
