EPC 项目工程总承包施工企业对委托设计的管理

摘要

EPC ( Engineering, Procurement and Construction) contract is a popular way for the execution of internation-al project.The execution organizing of the international EPC project could be under the mode that the construction enter-prise is as contractor and the design company is as sub-contractor of engineering design for the EPC project.This paper will discuss how the construction enterprise, which is in lack of abilities and experiences in design, effectively manage subcontractor's design.Management measures are proposed concerning the quality and progress control and the applica-tion of “Value Engineering” strategy.%探讨在“国际建设项目工程总承包的组织可以是由施工单位承接建设项目工程总承包的任务，设计单位受施工单位的委托承担其中的设计任务”的模式下，一个缺乏设计能力和设计经验的以施工力量为主的施工单位，如何在EPC总承包项目实施过程中做好对设计分包单位的设计管理工作。从设计的质量控制、设计进度控制和在设计工作中推行“价值工程”应用等方面提出管理措施，以供同行参考。
