2007年以来，商洛市生态移民专项项目的建设稳步推进使得退耕还林成果得以有效巩固。截至2015年，累计退耕还林面积达20万hm2、生态移民超过50000人。通过调查分析发现商洛市退耕还林政策和生态移民项目在实施和建设过程中存在着搬迁人数和投资完成情况进展缓慢、部分生态移民搬迁后出现返迁现象、移民的主观搬迁意愿不强烈、集中安置点配套设施建设和产业发展滞后和部分移民安置点的社会管理不够规范等问题，在此基础上提出以“改善退耕农户生存和发展”为中心、把生态移民与新农村建设、小城镇建设相结合、加强生态移民项目后续建设、规范移民集中安置点的社会管理等对策建议以进一步巩固退耕还林成果。%Since 2007, the construction of ecological migration project consolidates the result of conversion of cropland to forest in Shangluo. Through investigation and analysis we found that slow progress of the number of relocation and investment, returning phenomenon after the relocation, The subjective intention of relocation was not strong, slow development of supporting facilities construction and industry in concentrated settlement point, social management was not standardized in part of resettlement point such kind of problems were exist in the process of implementation and construction of the policy of returning farmland to forest and ecological migration project in Shangluo. On this basis, put forward with“Improve the survival and development of farmers”as the center, used the suggestions of ecological migration and the construction of new countryside, combination of small town construction, strengthened the follow-up construction of ecological immigrant project, standardized the social management of the centralized settlement point of the immigrant to consolidate the achievements of the conversion of cropland to forest.
