民族地区村干部队伍建设现状调查与思考

         

摘要

通过对来自云南省1183名村干部的问卷调查、访谈,了解到当前云南省村干部队伍在性别、年龄和学历结构等方面有所优化,带头致富能力有所提高,这为村干部治村理政职能的有效发挥提供了保障,但在队伍建设中也存在一些不足,如村干部综合素质不高,致富带富能力、依法行政能力和社会管理能力有待提高,经济待遇偏低,后继乏人等;为此,针对不足提出完善选拔任用机制,选好配强村干部班子,加强培训工作,提高村干部的胜任力和推进大学生村官选拔机制等相关建议和意见.%Based on the questionnaire survey and interviews with 1183 village cadres from Yunnan Province, the village cadre team in Yunnan has been optimized in terms of gender, age and education structure. The ability of leading to rich has been improved gradually, it provides a guarantee for the village cadres to effectively play the role of governance, but there are also some drawback, such as some cadres comprehensive quality is not enough good, the ability of leading to rich, using administrative power by law and social management was need to be improved, the economic treatment is low, shortage of reserve talents. To solve the problems, this paper puts forward some suggestions and opinions to improve the mechanism of selecting and appointing cadres, choose the village cadres team, strengthen the training, improve the competency of village cadres, andpromote the selection mechanism of college student village officials.
