工业反哺农业的国际经验及对中国农业政策选择的影响

摘要

工业化和经济增长的规律性要求先发展起来的工业“反哺”农业,中国已开始全面启动工业反哺农业政策.总结归纳美国、法国、日本等发达国家工业反哺农业政策的发展经验,分析得出中国农业健康快速发展的政策选择应是加强工业反哺农业法制化建设,建立工业反哺农业财政投入常规机制,发展农民专业合作社和立足“后发优势”构建“反哺”长效机制.%China has started industry nurturing agriculture policy comprehensively due to the requirement of industry nurturing agriculture according to the regularity of industrialization and economic growth.The international experience of industry nurturing agriculture policy in developed countries such as the United States,France,Japan were summarized.It was concluded that the choice of agricultural policy in China for healthy and rapid development should be strengthening the legal construction of industry nurturing agriculture,establishment of conventional financial investment mechanisms for industry nurturing agriculture,development of farmer cooperatives,and construction of “Feedback” long-term mechanism based on “the advantage of latercomer”.
