文章介绍纽约可负担住宅的建设发展历程,对主要可负担住宅项目及现状作总结。以2014年纽约可负担住宅建设新政为重点,将新时期纽约住房政策划分为人口策略和用地策略两大方面。为确保人口及用地目标实现,新政还进行了建设规范、公共投资等领域的一系列调整。纽约最新可负担住宅计划可概括为“差量补足,存量保护”的供应策略,以及填充式开发与保护性更新的建设模式。文章最后通过纽约建设经验,对我国住房发展提出建议。%This paper focuses the affordable housing construction of New York, introduces main affordable housing programs and current development. Also the 2014 New York housing plan is explored from its demographic and land use strategies, ifve types of underused land are recognized for housing construction in new era. Under these demographic and land use goals, a series of reforms are made from aspects of zoning and architecture code, public investment and administrative process. The new affordable housing plan in New York could be summarized as“bridging gap and preserving existing stock”strategy, and fuliflled by community inifll development and revitalization approaches. Some references could be made from New York experiences for governors and researchers in considering future housing policies in China.
