惠州市海洋伏季休渔制度实施现状及存在问题的思考

摘要

惠州市连续十三年实施了海洋伏季休渔制度，是全国首个设立“休渔放生节”的城市，休渔取得了积极成效，但仍然存在一些问题。本文根据相关专项调研和调查资料，总结了惠州市执行休渔制度的做法和效果，对存在问题进行了思考并提出建议。%Huizhou is the first city to set up “The fishing ban and Animal Release festival" in china , and marine fishing ban system in summer has been implemented consecutively for 13 years .it has a-chieved significant achievements ,but not desirable.Based on special survey and statistics informa-tion ,the paper has summarized the practice and effect of summer fishing ban system in Huizhou ,put forward some thinking to reform the fishing -ban system ,provided references for decision -making and management departments .
