Objective To understand the basic situation of existing public health emergency system of Linyi city and the existing problems,and puts forward the reasonable countermeasures.Methods Using the"health emergency capability assessment survey meth-od to carry out the investigation questionnaire"cross section, The 13 home health administrative departments,13 disease prevention and control center in Linyi City,village health organization 13 health supervision and more than 29 county-level medical institutions and part of the township,was investigated.Results The agencies did not have independent office,50%staff was difficult to satisfy the needs of practical work,the 83.3%County,township government would not health emergency routine expenses shall be included in the budget at the same level financial year,45%at or above the county level shall plan,technical scheme could not be combined with the local actual conditions and revised 85% units,especially the grass-roots units lack of training,exercises the reasonable mechanism system.Conclusion Status of health emergency response capacity in Linyi city is not optimistic, especially in government security mechanism is not sound,the structure of human resources is not reasonable,monitoring and analysis of information utilization ability is insufficient,emergency mechanism is not perfect,training effect is not obvious,emergency supplies reserve is not perfect,communica-tion,and media publicity and the lack of capacity.%目的：了解临沂市现有公共卫生应急体系基本状况及其存在的问题，并提出合理的应对策略。方法采用全国《卫生应急能力评估调查问卷》，开展横断面的调查方法，对临沂市13家卫生行政部门、13家疾病预防控制中心、13家卫生监督所和29家县级以上医疗卫生机构及部分乡镇、村级卫生机构进行了调查。结果全市各机构均没有独立的办公室，50％人员很难满足实际工作需要，83．3％县区、乡政府未将卫生应急常规工作经费列入本级财政年度预算，45％县级以上预案、技术方案不能结合地方实际情况及时进行修订，85％单位尤其是基层单位缺少系统合理的培训、演练机制。结论临沂市卫生应急能力现状不容乐观，突出表现在政府保障机制不健全，人力资源结构不合理，信息监测及分析利用能力不足，应急机制不完善，培训演练效果不显著，应急物资储备不完善，与媒体沟通、宣传能力欠缺。
