农技推广组织环境对农技推广人员行为影响的实证分析:基于全国8省24县的调查数据

     

摘要

为促进中国农技推广组织环境的建设,提高基层农技推广人员(下简称农技人员)的工作积极性,通过对全国8省24县的369位基层农技推广人员及其对应指导的1747户农户分别进行调查,在分析农技人员对基层农技推广组织环境满意度的基础上,采用因子分析法评价组织环境对其推广行为的影响。结果表明:农技人员对管理职能和业务环境指标的满意度较高,对保障性指标的满意度较低;管理体制和组织环境对推广行为有显著影响,保障性指标对推广行为呈显著正相关,而管理职能和业务环境指标对推广行为影响不明显;提出完善管理体制与组织环境的政策建议。%In order to promote the construction of organization environment for China agro-technical extension,and enhance the front-level works’behavior performance,a field interview and a questionnaire survey on 369 front-level agro-technical extension workers in 24 counties of 8 provinces and a telephone survey on the guided 1 747 peasants were conducted,the workers’ satisfaction to the organization environment was evaluated through factor analysis. Results: the technical workers were of higher satisfaction to management function and profession environment indicators,while lower satisfaction to guarantee indicators;management system and organization environment indictors had significant influence on extension behavior,guarantee indicators had significant positive correlation with extension behavior of workers,management function and environment indictors had no significant influence on extension behavior.Finally,some policy recommendations to improve the management system and organization environment of agro-technical extension were proposed.
