试论一带一路战略与民族地区人文资源的开发利用

摘要

Humanistic resource is an important one in the implementation of the Belt and Road Initia-tive.On the one hand, there are profound cultural connotations along the Silk Road Economic Belt and the 21st Century Maritime Silk Road.It needs to take advantage of humanistic resource to strengthen strategic consensus and promote international cooperation.On the other hand, the exploitation of humanistic resource can promote industrial transformation of ethnic areas and sustainable development.In the context of the Belt and Road Initiative, the local government should establish new concepts of development and resource, train talents needed, pay sufficient attention to the planning of humanistic resource development, and establish mechanisms for international and domestic resources development and cooperation.The central government should increase financial support, set up relevant institutions to guide the establishment of civil cultural or-ganizations, and promote folk cultural communication.The Belt and Road Initiative should be pushed for-ward from the three levels of domestic, international and civil society.%人文资源是一带一路战略实施中的重要资源。一方面，一带一路具有深厚的人文内涵，需要利用人文资源加强战略共识，促进国际合作。另一方面，通过人文资源开发可以推动民族地区的产业转型，促进可持续发展。在一带一路的战略背景下，地方政府应树立新的资源观和发展观，培养相关人才，重视人文资源的开发规划，建立国际国内资源开发合作机制；中央政府应加大财政扶持，设置相关机构，引导建立民间文化社团，促进民间文化交流，从国内、国际和民间社会三个层面推进一带一路战略。
