国家电网公司科技资源共享利益分配机制

         

摘要

In order to solve problems such as dispersive distribution and repeated research and development of science and technology resources of state grid corporation,a kind of sharing mode for enterprise science and technology resources named the internal market (TIM)mode was proposed.An economic effect model under TIM mode was established,allocation mechanism for sharing interests of science and technology resources and its corresponding mathematical model under three conditions including equal status,supply dominant and demand dominant was constructed according to Stackelberg game the-ory.Taking some electric power company as an example,reasonability of this mechanism was verified.Calculation results indicate that prices of various science and technology resources after implementing TIM mode are in accordant to market trading rules and the state grid corporation achieves entire return.It is pointed out that according to this mechanism for for-mulating price floating range,reasonable allocation of supply and demand benefits in science and technology resources is able to be realized.%为解决国家电网公司科技资源布局分散、重复研发等问题,提出一种企业科技资源共享模式———内部市场(the internal market,TIM)模式。建立了 TIM 模式下的经济效果模型,依据 Stackelberg 博弈理论构建了平等地位、采用方占优势、提供方占优势3种情况下的科技资源共享利益分配机制及其相应的数学模型。以某电力公司为算例验证该机制的合理性,计算结果表明,实施 TIM 模式后各科技资源价格符合市场交易规律,国家电网公司整体收益。最后指出可依据该机制制定价格浮动区间,以实现科技资源共享中供需双方利益的合理分配。
