快速切负荷火电机组参与我国黑启动服务的适应性分析

摘要

针对快速切负荷(fast cut back,FCB)燃煤火电机组参与黑启动服务的适应性问题,综述了我国各区域电网黑启动辅助服务的相关规定细则；结合国外的经验,主要从黑启动服务的采购与补偿、考核与测试方面分析了我国黑启动服务的现状。在此基础上,从黑启动技术要求、服务采购和能力测试等方面对 FCB 燃煤火电机组提供黑启动服务的适应性进行了论述,并对进一步完善黑启动服务管理和促进 FCB火电机组应用提出了建议。%In allusion to the problem of adaptability of fast cut back (FCB)coal-fired thermal power unit participating in black-start service,this paper reviews relevant provisions about power system black-start auxiliary services.Combining over-seas experiences,it also analyzes status quo of black-start service in China in aspects of purchase and compensation,exami-nation and testing of black-start service. Furthermore,in terms of technical requirements,service purchase,ability testing, and so on,it discusses adaptability of FCB coal-fired thermal power unit providing black-start service and proposes sugges-tions on further completing black-start service management and promoting application of FCB thermal power unit.
