The transition of plain afforestation to plain forestry in Henan has experienced five stages of development. Correspondingly the change of forestry ownership has gone through the stage of " three determinations" , stage of usable barren lands auction, stage of marketization exploration and stage of marketi-zation deepening and perfection. The main features of plain forestry reform are originality, accompanying, compatibility and mobility. The core meaning is; truly let the farmers voluntarily involve, self-implement, autonomously make decision, and self-improve. Henan province has made innovative exploration on the mechanism of plain forestry reform and development. Counter-measures as to actively explore the supporting services approach of the reform of collective forest right system to promote the development of large-scale forestry, further liberalize the management of commercial forest harvest, promote the process of forestry industrialization; encourage the formation of foresters ' professional cooperative organizations, improve the organization degree of forestry and strengthen financial support to the development of plain forestry have been put forward.%河南省平原绿化到平原林业的转变过程经历了5个发展阶段,林业产权的变更相应经历了林业“三定”阶段、四荒拍卖阶段、市场化探索阶段和完善深化阶段.原创性、伴生性、兼容性、流动性是平原林改的主要特点,其核心内涵是真正让农民群众自愿参与,自发实行,自主决策,自我完善.河南省对平原林业改革发展机制进行了创新探索,提出了积极探索集体林权制度改革配套服务办法,促进林业的规模化发展；进一步放活商品林采伐管理,推动林业的产业化进程；鼓励组建林农专业合作组织,提高林业的组织化程度；加强对平原林业改革发展的财政支持等平原林业改革发展的对策建议.
