采用问卷调查的方式,对影响森林认证的动力、阻力和条件等要素进行调查研究.结果表明,保护环境和生物多样性、促进森林可持续经营和国家政策的扶持是推动云南森林认证的主要动力;经营管理水平低和林场资金负担重是阻碍云南国有林场开展森林认证的主要阻力;大部分被调查者认为政府的支持和鼓励以及切实推动森林的可持续发展是开展森林认证最应具备的条件;但是政府在政策、管理和经费上给予的支持在已具备的条件中得分较低,说明政府对森林认证的支持力度不够.提出加大森林认证宣传工作;激发绿色消费需求;发挥政府主导作用,提高森林经营单位的管理水平;坚持绿色发展;积极推动森林康养产业建设等推动森林认证的建议..%The factors affecting the forest certification, such as the driving and resistance conditions, were investigated by the questionnaire. The results showed that the protection of environment and biodi-versity, the promotion of forest sustainable management and the support of national policy were the main driving factors of the forest certification in the state－owned forest farm of Yunnan while the low operation and management level and the high capital cost were the main resistance factors. According to most re-spondents, the support and encouragement from the authority and the substantive promotion of the forest sustainable development were the primary conditions required for forest certification. This paper suggested to increase the publicity of forest certification, stimulate the green demand of consumer, emphasize the leading role of government, improve the forest management level, insist the green development and ac-tively promote the development of forest health industries.
