保险中介机构在促进保险业创新发展、提升保险业服务水平方面发挥着积极作用。本文通过构造窗口EBM模型，对我国2007年-2011年保险中介市场上20家公司的经营效率进行动态评价，结果发现：保险中介公司整体经营效率非DEA有效，且随时间呈现“V型”变化，不同保险中介公司经营效率在同一窗口内差异较大，而同一公司在不同视窗内差异较小。通过投影分析发现，保险中介公司存在持续增长的投入冗余和随时间“V型”变化的产出不足现象。保险中介公司应坚持市场化原则，积极强化保险中介组织规范，提升专业化水平，同时整合资源，走集团化道路，从而实现保险中介服务水平与经营效率的共同进步。%The insurance intermediary institution plays an positive effect in promoting innovation and development of the insur-ance industry, and enhancing the level of service in the insurance industry.Hence, the study of its operating efficiency is of great significance.By using twenty insurance intermediary companies on China’s insurance intermediary market during the period 2007-2011, the paper establishes the Window EBM model to make the dynamic assessment on the operating efficiency of the insur-ance intermediary institutions.The results show that the overall operating efficiency of insurance intermediary firms is non-DEA efficient, and present“V-type” variation trend over time.The operating efficiency of different insurance intermediary companies differs greatly within the same window.Moreover, the same company in different windows has smaller variations.Projection anal-ysis also finds that the insurance intermediary has a phenomenon that ever-increasing input redundancy, and “V-type”varia-tions over period in output insufficient.In order to achieve the common progress of insurance agencies service levels and operating efficiency, the insurance intermediary company should insist on the principles of marketization, actively strengthen the insurance intermediary organizational norms, improve the professional level, integrate resources, and choose corporation collectivization as well.
