The regulation of system of limited approval is listed in the 18th item of the water pollution prevention law, which was a major innovation in the law formulation. With its rationality on the one hand, at the same time, attention should be paid to some problems such as the diction of the suspended for examination and approval, execution of power of examination and approval subject, an relief to limited group. These exist problems should be discussed deeply to perfect the law in application. It pointed out that suspended examination and approval shall be changed to "no" examination and approval, the examination and approval subject should fight with regional protection according to line management mode, and limited group should gain quite a few relief ways.%《水污染防治法》第18条是区域限批制度的规定,它是该法制定时的一大创新之处,在承认其有合理性一面的同时,也应注意到其在“暂停审批”的遣词上,审批主体行权上以及限批对象的救济上存在些许问题,应当进行探讨,以期更好的完善该制度在该法中的运用,对于“暂停审批”应当改为“不予审批”较为合理:审批主体的行权时应注意与地方保护主义做抗争,可借鉴垂直管理的模式；应当赋予限拙对象多种救济途径,以减少限批的连坐性.
