水环境区域补偿机制的构建思路研究

摘要

文章提出的水环境区域补偿是针对损害水环境的行为建立的经济补偿制度，当跨界断面水质超过考核标准，造成污染的上游区县政府应对下游区县进行补偿。本文提出了北京市水环境区域补偿机制构建思路，包括水质监测、补偿标准与核算、财政制度等主要内容。补偿机制将对落实区县政府属地责任，对流域水环境保护起到积极的作用。%This paper proposed that regional water environment compensation is an economic compensation for the damages done to water environment.When the water quality of district boundary section is worse than objective, downstream district, as the victim of pollution should be compensated by the upstream district.The regional compensation of water environment in Beijing is established, including water monitoring, compensation standards, financial system.Regional compensation will strengthen the district governments'responsibility, and will play a positive role in the watershed water protection.
