中国神华煤制油深部咸水层二氧化碳捕集与地质封存项目环境风险后评估研究

         

摘要

CO2 capture,utilization and storage(CCUS) is a key technology to realize clean and highly efficient utilization of coal,which is very important for pushing the energy revolution in China.CCUS has typical characteristics of the melting of multi-discipline,multi-industry,multi-area.Compared with general construction project,CCUS project is hard to be constructed because of the uncertainty of CO2 movement,low technology maturity,complex geological conditions,long time storage period and lack of technical guidelines for environmental impact assessment and technical guidelines for environmental risk assessment of construction projects.In Shenhua CCUS project,the environmental evaluation and environmental acceptance were completed through the evaluation of expert group,as the environmental risk assessment technology about CCUS was a blank space in China.At present,Shenhua CCUS project had completed the injection target,it was necessary to make the follow-up assessment of environmental risk according to " Carbon Capture,Utilization and Storage Technical Guidelines for Environmental Risk Assessment (Trial)",just issued by the Environmental Protection Department of China.This work would provide references for the subsequent industrialization of CCUS projects.%二氧化碳捕获、利用与封存(CCUS)作为一项可实现煤炭清洁高效利用的关键技术,对于推动我国能源革命具有重大战略和现实意义,具有典型跨学科、跨专业、跨行业、跨领域、跨行政区域等多跨度交叉融合特性.CCUS项目相对普通基础建设项目,具有CO2属性复杂、工艺流程长、技术成熟度低、地质条件复杂、封存周期长等特点,现行环境影响评价技术导则和建设项目环境风险评价技术导则难以直接套用.中国神华煤制油深部咸水层二氧化碳捕集与地质封存项目(以下简称“神华CCUS项目”)在探索建设过程中,而我国在CCUS环境风险评估技术研究领域尚属空白,实际采用专家组评议等方式完成项目环境评价及环保验收.目前神华CCUS项目已经完成工程示范任务,有必要对照环境保护部发布的《二氧化碳捕集、利用与封存环境风险评估技术指南(试行)》进行环境风险后评估,为后续工业化CCUS项目在工程优化及环境评估等方面提供借鉴参考.
