The development of strategic emerging industries is an important strategic arrangement made by the Central Government for the co-ordination of the international and domestic situations, aiming at the international financial crisis and the sustainable de- velopment. The fostering of the growth and development of strategic emerging industries in Xuzhou City, the only re- source-based city and an old industrial base in Jiangsu Province, is not only an effective means to act in reaction to the crisis, adjust the economic structure and transform the development mode, but also an important strategic choice to cast eyes on the promotion of the city' s comprehensive, coordinated and sustainable economic and social development.
