Through the project background, taking colleges and universities as application object, this paper classifies energy consumption (water, electricity, gas), analyses functional requirements, carries out detailed design and constructs energy management system.%通过项目背景，以高等院校为对象，进行能耗分类（水，电，气）及功能需求分析，并设计具体方案，建设能源管理系统。
