基于GIS的业扩报装优化与决策系统设计

             

摘要

业扩报装是供电企业营销和配网管理的一项重要工作,对形成并维持良好的配网结构、保证配网供电可靠性、提高配网资源利用效率等具有十分重要的意义.电力系统中,负荷和电力设备都是在较大的空间中广泛分布的;配网电压等级低,经济供电距离短,对空间数据的依赖性强.充分利用地理信息系统(GIS)管理空间数据的能力,建立业扩报装优化与辅助决策支撑平台,提出完整的基于GIS的业扩报装优化与决策系统功能设计.分析了GIS平台应整合的数据,按照变电站、馈线、设备3个层次,采用面向对象的方法集成预测信息、运行信息、设备台账信息和空间信息;提出了完整的业扩报装辅助决策流程,设计了业扩报装中每项决策信息的优化决策方法和辅助决策功能,包括所接入变电站、馈线、配电室等3个主要决策内容.采用该系统可提高供电企业的业扩报装水平,防止形成供电范围交叉,防止各条中压配网线路负载不均并减少负荷矩,降低规划建设人员工作量等.%Electric expansion and installation is a key mission in distribution network management and power supply enterprises marketing It is a dominant factor to form and maintain good distribution network,to ensure power supply reliability and to improve efficiency of distribution network resource utilization.A new GIS based system is designed for electric expansion.installation and decision-making.In power system,customers and power equipments are widely distributed.Distribution network management is highly dependent on spatial data because of low voltage level.The systemfully utilizes GIS's spatial data process ability.The information used in the system is analyzed and divided into three levels including substations,feeders and equipments.The forecasting data,operation data,accounting information and spatial information are integrated based on object-oriented method.The flow of electric expansion and installation is designed with optimized decision variables,including accessed substation, feeder and electricity room.The system can improve the work capability of electric expansion and installation.It can also avoid crossover of substation service area,balance feeder loads,lower load torque,and reduce planner workload.
