残疾人康复机构建设的回顾与探讨

摘要

本文通过对残疾人康复机构政策法规建设回顾，针对残疾人康复机构管理工作体系不健全及相关政策法规欠缺和社区级残疾人康复机构生存日益走向萎缩的问题，提出发展残疾人康复机构的研究建议。明确定位；健全机构层级分布网络；建立可持续发展的政策支持体系；建立统筹协调的工作机制，健全规范化的管理工作体系。%This article reviewed rehabilitation institutions policy regulations for the disabled and discussed problems of rehabilitation institutions shortage, lack of related policies and regulations and the shrinking community rehabilitation institutions for the disabled. It then suggested on how to develop rehabilitation institutions for the disabled: clear designing; improving institution network at all levels;establishing sustainable policy supporting mechanism; improving regulated management system.
