%The public security has been essential for people lives, especially under the circumstance of increasing terrorist attacks worldwide. Police and other involved government agencies try to find more efficient and effective ways to tackle the challenges and threats by using advance technology. The advent of Internet of Things(IoT) has provided the possibility of detecting, monitoring, tracking and predicting the potential suspects who could do harm to the innocent people. One of the major challenges in the realization of this kind of IoT applications is how to integrate all the involved IoT entities we can reach and make full use of them. Thus, the need for a new architecture has been identified through the analysis and research by this article. We propose a distributed, interoperable architecture for IoT to achieve what we want, which will overcome most of the obstacles in the process of large scale expansion of IoT. It specifically addresses heterogeneity of IoT devices, and enables seamless addition of new devices across applications. We propose a layered architecture that provides various levels of abstraction to tackle the issues such as,scalability, heterogeneity and interoperability. Using a study of a possible use case comprising elements from multiple-application domains,we illustrate the usability of the proposed architecture.
