It means to lay cycling water pipes from original fire water pool to afterheat boiler to ensure heat exchange between boiler waste heat and water pool. One pipeline goes to the water piping to supply the water pool, the other goes to the public bathroom water supply pipes from the water pool, replacing common practices of using bathroom boilers and helps to save the energy.
