立法后评估是我国法制进程逐步深入、提升立法质量的重要环节和手段.本文是《村庄与集镇规划建设管理条例》立法后评估的阶段性前期成果,依托问卷调查系统收集信息,以定量统计为主,定性分析为辅,调研范围涵盖大陆地区29个省、市、自治区,针对《条例》的五个主要组成部分开展立法后实施效果评估,得出评估基本结论,并分析《条例》存在的主要问题,据此提出相应的立法建议.%The legislation evaluation is an important step in the process of improving the law, and also a key to improve the quality of legislation in our country. The research scope of this paper covers nearly the whole country including 29 provinces, cities and autonomous regions. Based on the quantitative analysis which is supplemented by qualitative analysis, it makes the effect evaluation on five main components of Administrative Regulation of Village and Town Planning and Construction. Then it comes to basic assessment conclusions. After that it analyzes the existing problems and puts forward legislative revision proposals.
