城乡非建设用地规划的理论与方法探索

摘要

城乡非建设用地是指城市总体规划中确定的,在规划期内不被用于城镇及乡村建设的用地,可划分为"两级五类".其规划主要考虑到城市生态系统开放性、非均衡性与动态性的特点,根据景观格局-过程-功能的相互关系,通过非建设用地优化土地利用的结构和空间格局,改善城市生态系统结构和过程,保证可持续发展.规划方法基于非建设用地供需平衡理论,在城市生态限建综合评价的基础上,结合人口规模预测与城市增长特征,确定非建设用地规模与空间布局.最后简要介绍了广州非建设用地规划实例.%The urban-rural non-development land (NDL) refers to the areas not use for urban or rural development by urban master plan, which can be classified into two levels and five categories. Based on the open, uneven and dynamic features of urban ecological system, the NDL planning improves the structure of urban ecological system by optimizing the NDL structure and spatial pattern. A defensible approach to determinate amount and spatial layout of NBL is proposed on the basis of assessment on ecologically development-prohibited area and the scenario analysis of population and urban growth.The case study of Guangzhou is presented finally.
