After the central work conference on Xinjiang's development in 2010, XPCC actively promotes the new urbanization strategy. This paper first describes the XPCC's special administrative system, spatial distribution, and the special development background, further studies the present situation and the characteristics of XPCC's urbanization and urban system, then analyzes the dynamic mechanism of XPCC's new urbanization from the perspectives of industrial upgrading, administrative promotion, and location improvement, and discusses the restrictive factors from the aspects of population growth, industrial development, administrative system, spatial layout, relationship between XPCC and local government, etc. Based on the above analysis, the paper puts forward the development path and countermeasures for XPCC's new urbanization, and points out the particularity of XPCC's urban-rural planning and the significance of planning coordination between XPCC and the local government.%2010年中央新疆工作座谈会后,兵团积极推动实施新型城镇化战略.本文首先阐述了兵团的特殊行政体制、地域空间分布以及兵团新型城镇化的特殊时代背景,进一步研究兵团城镇化及城镇体系的现状和特点,从产业升级、行政推动、区位改善等角度分析兵团新型城镇化的动力机制,从人口增长、产业发展、行政体制、空间布局、兵地关系等方面论述了兵团新型城镇化的约束机制,在此基础上提出了兵团新型城镇化的发展思路和应对策略以及兵团城乡规划的特殊性和兵地规划协调的重要意义.
