Urban-rural integration is a significant strategic decision made by the Party Central Committee and the State Council in light of the new development background. Due to urban-rural integration planning's nature and characteristics, it should undertake the due obligations to lead the urban-rural integration countrywide. The effect of the urban-rural integration directly depends on the planning's scientific drawing up and effective implementing. This paper argues that a scientific urban-rural integration planning should begin with understanding Chinese situation, and it is necessary to correctly understand the strategic significance of urban-rural integration, comprehensively master its working features and be fully aware of the urban rural integration planning's historical responsibility.%城乡统筹是党中央和国务院在新的发展背景下,作出的重大战略决策.城乡规划的性质和特点决定了引领城乡统筹是城乡统筹规划不可推卸的历史责任,对其能否进行科学编制和有效实施直接决定了城乡统筹工作的成效.本文认为,科学开展城乡统筹规划首先应当从中国国情认识其内涵,需要正确理解城乡统筹的战略意义,需要全面掌握城乡统筹的工作特点,需要切实明确城乡统筹规划的历史责任.
