面向实施的权益协商式规划初探——以深圳市城市发展单元规划为例

城市发展单元规划是深圳市针对高度城市化地区城市管理需求,提出的一种面向实施的权益协商式综合规划.本文系统的介绍了城市发展单元的概念、规划编制动机、规划的主要内容、与现有规划关系等,以光明门户区试点为例,阐述了以利益平衡为中心的规划模式,并分析了规划编制中遇到的重点技术问题.%Urban development unit planning, aiming to improve the management of highly urbanized areas in Shenzhen, is a comprehensive planning scheme characterized by the negotiation of different rights and interests. This paper introduces the concept of urban development unit, the motive of formulating the urban development unit planning, the main contents of the planning, and its relationship with other existing planning systems. By citing the example of Guangming Portal Area in Shenzhen, the paper elaborates on the planning model focusing on the balance of interests, and analyzes the main technical problems encountered in the process of planning formulation.
