康复2030:促进实现《联合国2030年可持续发展议程》相关目标

摘要

目的 探讨"康复2030"国际相关康复政策与康复发展相关行动.方法 文献研究和政策研究.结果 从理论上阐明"康复2030"与实现联合国2030年可持续发展目标的联系,特别是实现健康全覆盖的目标.分析"康复2030"对实现联合国《残疾人权利公约》的重大意义.为实现"康复2030"目标,呼吁采取如下行动:在国际上提升康复意识,实现全民健康覆盖,提升康复服务可及性,改进康复治理的结构和水平,提升康复服务水平,降低康复成本,建设综合性健康信息系统采集功能和康复数据,强化康复科学研究等方面.结论 "康复2030"行动可促进实现联合国2030年可持续发展目标.%Objective To explore Rehabilitation 2030:international policy and development. Methods Literature review and policy re-search were used. Results This article analyzed the relationship between Rehabilitation 2030 and United Nation Sustainable Development Goals 2030 (SDGs), especially Goal 3, explained the significance of rehabilitation to implementation of the Convention on the Rights of Per-sons with Disabilities (CRPD), discussed Rehabilitation 2030 actions in awarenessraising, promotion of universal health coverage and ac-cessibility of rehabilitation, development of governance of rehabilitation to enhance the quality and reduce the expense of rehabilitation, and construction of health information system inclusive to data of functioning and disability, and improvement of research of disability and reha-bilitation using International Classification of Functioning, Disability and Health (ICF) model. Conclusion SDGs can be reached by actions of Rehabilitation 2030.
