通过对国内知识产权特别是专利状况的回顾,指出加强技术成果管理与转化是增加专利数量、提升专利含金量的重要手段.依据技术成果转化链框架图,阐述了"专利经营"的四大阶段:技术成果预初管理阶段的专利指标规划与设计;成果形成管理与专利化管理阶段的专利形成与产出;成果和专利产业化阶段的专利实施与产业化;成果推广、专利实施和市场阶段的专利网编织与专利效益最大化.%By reviewing the status of domestic intellectual property right and patent in particular the authors pointed out that the key of increasing the number of patents and patent quality is to promote the trans formation of research achievements and the management of research achievements.Based on the framework scheme of the transformation chain of research achievements.four major stages of patent management were described，which contained ①the planning and design of patent index in the initial management of research achievement，②the forming and outputting of patents in the management of the formation of research a chievement and patent forming，③implementing and industrialization of patents in the stage of industrializing of research achievement and patent，④realizing the maximum efficiency of patents and establishing patent net in the stage of research extension and patent implementing.
