我国村卫生室卫生人力资源配置公平性研究

         

摘要

Objective:To explore the equity of health human resource allocation in village clinics since new healthcare reform,and to provide reference for the rational allocation on health human resources in rural areas.Methods:The Gini coefficient and Theil index were used to evaluate the equity of health human resource allocation among village clinics from 2009 to 2014.Results:Gini coefficient of health human resource among village clinics according to the population distribution was between 0.1 and 0.5. The total Theil index of health human resource allocation was between 0.008 5 and 0.024 6,with inter-regional Theil index greater than that between regions.Conclusion:The equity of health human resources among village clinics based on population distribution is acceptable. The internal inequity among different areas is the main reason for the inequity of health human resource allocation in village clinics in China.%目的:探究新医改以来我国村卫生室卫生人力资源配置的公平性,为合理配置农村卫生人力资源提供参考依据。方法:采用基尼系数和泰尔指数对2009—2014年我国村卫生室卫生人力资源配置的公平性进行分析评价。结果:按人口分布,村卫生室卫生人力资源的基尼系数位于0.1~0.5之间。卫生人力资源配置的总体泰尔指数在0.0085~0.0246之间,区域内的泰尔指数大于区域间的泰尔指数。结论:按人口分布,我国村卫生室卫生人力资源公平性较好,村卫生室卫生人力资源的不公平性主要受区域内差异的影响。
