基本医疗与基本公共卫生服务在基层医疗机构内衔接统筹的机制探索

摘要

To explore the theoretical basis and operating mechanism of the basic medical service and basic public health service's integrated management in primary health institutions. By analyzing the features of basic medical services and basic public health services,to compare the differences in performance management between the two services. The variety of the devel-opment,expenditure calculation and settlement,assessment ways between basic medical service and basic public health service, becomes an obstacle to co-ordinate management. To establish the unified service project details and give value of the service pro-jects are recommended,so as to promote the overall management of the two services.%为了探索基层医疗机构内基本医疗和基本公共卫生服务统筹管理的理论依据和运行机制，本文通过分析基本医疗和基本公共卫生服务项目特点，比较两者绩效管理差异性，发现基本医疗和基本公共卫生服务发展、经费测算与结算以及考核方式不一，成为统筹管理的障碍。建议建立统一服务项目明细，赋予项目服务价值，从而推进两者内衔统筹。
