我国农村多层次医疗保障制度持续发展相关问题研究

摘要

当前我国农村已经建立起以新农合为主体的多层次医疗保障制度，初步实现了“广覆盖、保基本”的目标。本文总结了当前我国农村基本医疗保障制度在现存和可持续发展方面所面临的主要问题，包括以政府主导的医疗救助制度有待完善、农村空巢老人的医疗保障问题亟待解决、医疗保障制度的可持续发展在资金上面临巨大压力、法制化进程不顺利；并针对性地提出了相关对策建议，未来应当建立起多元主体的医疗救助模式，为空巢老人建立长期护理保险，提高新农合的统筹层次，为全国性的立法不断积累经验。%At present, China has established multi-level medical security system with new rural cooperative medical system as the main body and has basically achieved the target of" wide coverage and meeting basic needs" . The article made a summary about the existing problems and problems relevant with the sustainable development of basic medical security system in rural China. The problems are as follows: the medical assistance system dominated by the government needs to be improved;medical security problems of empty-nest elderly in rural areas needs to be solved urgently; and the sustainable development of medical security system faces great pressure in capital raising and legislation. Corresponding suggestions for policy making were put forward as follows: medical assistance mode with multiple subjects should be established; long term care insurance should be established for empty-nest elderly; the overall planing of new rural cooperative medical system should be raised to higher levels;and the experience for national legislation should be accumulated.
