Pros and Cons of China’s Accession to WTO Reassessed

摘要

Since WTO accession China has established an image for itself as a"committed, responsible and credible"country through exerted effort and good practices.China’s successful economic development has jumpstarted a new era of opening to the outside world. At the same time,China has made a tremendous contribution to increasing global employment opportunities, promoting global economic prosperity, and stimulating other developing countries around the world to accelerate the pace of development with greater confidence and momentum.China’s accession into WTO has generated positive effects, and had"reciprocal benefits and win-win solutions"for China and the world.China entered the post WTO transitional period from December 11th 2006,marking both the end of an old phase and the beginning of a new phase. One of the most important signs of the post WTO transitional period is that China will progress from opening under WTO accession commitments to opening fully under the WTO framework agreement. Therefore, the tasks in the post WTO transitional period are complicated, arduous and demanding. The current rosy picture does not mean we should relax our vigilance on potential challenges and impacts likely to arise in the future. In the post WTO transitional period, the crux of the issue in"further opening to the outside world on a higher level"is to grasp the area, extent, schedule and progress of opening to foreign competition."Further opening"in the post WTO transition period must be closely associated with the objective of"promoting reform and developing by opening to the outside world".One basic principle is to mitigate or minimize risks, and actively and steadily implement opening measures.
