The China National Cereals, Oils and Foodstuffs I/E Corporation (COFIEC), Heilongjiang Cereals, Oils and Foodstuffs I/E Corporation and Heilongjiang Provincial Cereals, Oils and Foodstuffs I/E (Group) Company are under the dual leadership of COFIEC and the Heilongjiang Provincial Economic and Trade Commission.
