Cultural Diplomacy as a Way to Foster Friendship and Cultivate Soft Power

I was enrolled in the Ministry of Culture(now Ministry of Culture and Tourism)in 1997 soon after graduating from the Russian Department of Peking University.Over the past two decades or so,I have served in China''s diplomatic missions overseas for three terms,growing up from a college graduate to a cultural counselor in the Chinese Embassy in Moscow.
